Version 2004.1 1 1 GENERAL CONDITIONS 0 About the partnership agreement On this date, a partnership agreement has been concluded between Judo for fred (Norway) and the Afghan Judo federation (Afghanistan) regarding an exchange of Fredskorpset participants. The partnership agreement describes Judo for fred’s and the Afghan Judo federation’s division of responsibilities and obligations related to the implementation of the exchange project. 1 The partnership agreement’s ethos The partnership agreement is founded on a shared understanding of, and commitment to, the values, principles and methods laid down in Fredskorpset’s Statutes provided as an annex to the present partnership agreement. 2 Duration of the partnership agreement The partnership agreement comes into force when it is has been approved by Fredskorpset in the form of a collaboration agreement with Judo for fred. The partnership agreement shall remain in force until all participants included in the agreement have completed the preparatory course, the posting abroad and follow-up activities. The starting date for the exchange programme will be 02/2006. The anticipated completion date is 02/2007. 3 Termination of the partnership agreement The participant agreement may be renegotiated or terminated, in whole or in part, if one or more of the participants – for whatever reason – are obliged to travel home; if the project has to be discontinued due to force majeure conditions; if either partner is declared bankrupt, or in the event of any breach of one or more clauses of the agreement or its annexes. Both Judo for fred and the Afghan Judo federation may initiate renegotiation or termination of the agreement. 4 Default in performance Judo for fred and the Afghan Judo federation are responsible for immediately reporting to each other any significant default in performance of the obligations of the partnership agreement and/or its provisions, or any other significant issues affecting performance of the project in respect of the plan. 5 Contact information Judo for fred is responsible for providing a continually updated list of contact persons for the Fredskorpset project. Any changes must be notified immediately to Fredskorpset and all partners. The list must include telephone numbers, fax numbers, e-mail and postal addresses. 2 PROJECT CONTENT The contents of the project are described in detail in Substance of the programme, see Annex 1. 2.1 Aims of the Fredskorpset project This project has four primary aims:  We believe in a micro perspective, were individuals are the impetus to real and lasting change. We want to work with individuals in their everyday life, not with politics, leaders and big macro structures.  We want our exchange participants “to go directly from the airport to training”, because bureaucracy is expensive and time consuming. We want the sport activity to be the focus of our work, because no one can steel that.  We believe that sport and judo have the potential of being much more than just sport. We want to find and use this potential both in Norway and in Afghanistan. We want to use judo as a tool and a mean for achieving something positive for the body, mind and society in both Norway and Afghanistan. Partnership agreement, Fredskorpset Youth Programme. Version 2004.1 2  2.2 There are an overwhelming amount of challenges and aims to focus this project upon, both in Norwegian and Afghan judo. To narrow it down, we have chosen three main focus areas for this project; organizational development, girls and women and the poor and misfortunate children. The participants’ tasks/duties Norwegians in Afghanistan:  Education of female trainers and helping them start activities and organized trainings on their own  Initiating the solidarity program  Expand the already existing activities and increase the number of activities  Frequently visit the different clubs and the national team  Arrange a judo tournament  Implement a set of graduation rules  Provide impulses and help develop a democratic association structure  Teach sport, discipline and health to the youth Afghans in Norway:  Participation in trainings in several clubs, levels and regional zones  Visit all 5 regional zones  Initiate the solidarity program in Norway  Study the structure and organization of the Norwegian Judo Federation  Improve their skills in the English language  Participate in tournaments as competitors, referees or coaches  Do a trainer’s course and act as trainers for youth and children 2.3 North-South South-North TOTAL  Scope of the agreement: Number of participants Preparatory course 2 4 6 1 0 Duration (number of months) Posting abroad 3 3 Homecoming seminar and follow-up activities 3 3 TOTAL 7 6 RESPONSIBILITIES AND OBLIGATIONS 0 Responsibilities vis-à-vis Fredskorpset Judo for fred assumes legal responsibility vis-à-vis Fredskorpset through the collaboration agreement. Judo for fred and the Afghan Judo federation’s responsibility includes ensuring that the individual participants honour their obligations vis-à-vis Fredskorpset, including participation in a preparatory course and homecoming seminar, performance of contractual duties during the posting abroad, reporting and follow-up activities. Judo for fred has principal responsibility for participants from both Norway and the South. Judo for fred has the overall responsibility in the event of any emergency or crisis situation involving the participants. 1 Recruitment The partners have jointly established criteria for recruitment, and participants are recruited into the partnership in accordance with these. Judo for fred and the Afghan Judo federation shall have the mutual opportunity to evaluate each other’s candidates. No participants recruited must be younger than 18 or older than 25 years of age. Version 2004.1 3 2 Entry into participant agreements Implementation of the project requires each participant to sign a participant agreement with Judo for fred or the Afghan Judo federation. All participants are required to have a medical check-up before signing the participant agreement. Participant agreements shall be based on the Fredskorpset guidelines, and be designed to fit the specific Fredskorpset project and posting situation. The partners template for the participant agreements shall be enclosed the collaboration agreement. All participant agreements must be completed and signed by each participant before the preparatory course begins. 3 Suitability Judo for fred and the Afghan Judo federation, as well as Fredskorpset-, might, at any given time, assess the suitability of the participants, both during the preparatory course and the posting abroad. Following mutual consultation the partners have the right to terminate the participant agreement and summon the unsuitable participant home. 4 Preparatory course Judo for fred is responsible for the planning and implementation of a preparatory course for its South and North participants, in accordance with the requirements of Fredskorpset specified in the document ”Preparing for the exchange – a guide”. The Primary Partner shall include a plan for their preparatory course as an annex to the collaboration agreement. Fredskorpset provides funding for the course, according to the “Guidelines for grant calculation”. In addition, Fredskorpset will organise a mandatory one-week preparatory course. Fredskorpset will advise the date and location for this course following consultation with Judo for fred. 5 Homecoming seminar Judo for fred and the Afghan Judo federation shall arrange a homecoming seminar for their participants. Fredskorpset may participate in parts of the seminar. 6 Follow-up activities Judo for fred and the Afghan Judo federation are obliged to send a copy of the plan for follow-up activities to Fredskorpset in connection with the participants’ homecoming. 7 Monitoring Judo for fred and the Afghan Judo federation undertake to monitor the project in accordance with the partners’ plan for that purpose as given in Annex 1. In addition, the partnership might be requested to participate in Fredskorpset’s project review or evaluation. 3.9 Narrative reporting Judo for fred shall submit a final narrative report based on the template from Fredskorpset by the end of the project, and no later than three months after the last participant has returned to his/her home country. the Afghan Judo federation will contribute to this report. Fredskorpset will issue templates and deadlines for any additional reporting from the project.  0 BUDGET AND FUNDING Budget Judo for fred is the budget holder for the Fredskorpset project in question, on behalf of the partnership, and responsible for financial reporting to Fredskorpset. Judo for fred is responsible for accounting and auditing of the project, in accordance with Norwegian accounting legislation. Budgets and accounts shall be prepared in Norwegian Kroner (NOK) using Fredskorpset’s designated template. 1 Grant principle The Fredskorpset funding of the exchange project in question will be a grant. Fredskorpset does not refund actual costs, but contributes a calculated amount to the partners’ activities. The grant calculation is based on the Fredskorpset-youth guidelines for grant calculation. The partners may supplement the project with their own funds. If the project expenditures exceed the funds received Partnership agreement, Fredskorpset Youth Programme. Version 2004.1 4 from Fredskorpset, Judo for fred and the Afghan Judo federation must provide additional funding from their own resources. Any deviation in a budget line of more than 10% must be explained. Any unspent funds must be repaid to Fredskorpset. 2 Transfer of allocated funds It is the responsibility of Judo for fred, in agreement with the Afghan Judo federation to set up a budget and a transfer plan for the transfer of funds between the partners. The transfers are to cover costs incurred by the Afghan Judo federation, and payments made in the South by the Afghan Judo federation. 3 Provisos The allocation and transfers of funds will be made subject to continued funding of Fredskorpset through Parliament’s annual appropriations. Fredskorpset may stop a payment or demand repayment of funds allocated if significant items in the collaboration agreement are amended or violated (see Section 1.5). In such cases, payments from Judo for fred to the Afghan Judo federation will be stopped or demanded repaid. Implementation of the transfer plan also requires that the participants attend the preparatory course as stipulated in the collaboration agreement with Fredskorpset. If participation in the course is postponed (see Section 3.5), the transfer plan may be subject to change. 4 Accounts and auditing The Afghan Judo federation shall submit its audited project accounts for each calendar year to Judo for fred by 15 February in the subsequent year. The accounts must be certified by a public licensed auditor by 31 May. The accounts shall follow the budget template of Fredskorpset and contain the same budget lines as set out in the budget template. Funds transferred, but unexpended by 31/12 shall be accounted for. 5 Contact information for accounting Judo for fred is responsible for providing and continuously updating contact details for accountants and auditors and bank details for Judo for fred and the Afghan Judo federation. The list must include telephone numbers, fax numbers, e-mail, postal addresses and account numbers. The partners are mutually responsible for immediately notifying each other regarding any changes to this information.
